Finding Your HBA

Your health benefits administrator (HBA) is your point of contact for NYSHIP. They can provide information about the different health insurance plans and anything pertaining to your enrollment.

Where to find my HBA?

The best way to locate your HBA is to ask your supervisor. For many departments, someone on staff is designated and trained to be the HBA.

If your department or agency regularly works with the Business Services Center (BSC), then the BSC also serves as your HBA. If you are unsure if your agency works with the BSC, you can check the list on the BSC as HBA page.

If you retired from New York State or a Participating Employer, the Employee Benefit Division (EBD) is your HBA. Contact EBD if you have questions or need to make a change to your NYSHIP enrollment.

If you retired from a Participating Agency, your HBA will be with your former employer. Reach out to your former employer and ask to be directed to the HBA.

What is an HBA?

An HBA’s primary responsibility is to assist enrollees with their health insurance enrollment needs. This includes:

  • Understanding NYSHIP rules and regulations and how to apply them
  • Providing enrollees and prospective enrollees their plan materials
  • Ensuring that employees are properly informed of and fully understand their NYSHIP options
  • Determining an employee’s benefits eligibility
  • Informing employees about what is required to enroll themselves and their eligible dependents in NYSHIP coverage
  • Processing enrollments and enrollment changes through NYBEAS in a timely manner
  • Ensuring enrollees are notified immediately of accepted or denied applications
  • Assisting enrollees in understanding their health insurance deductions
  • Determining eligibility for retiree NYSHIP coverage and if/when Medicare will be primary to NYSHIP
